What is the IET measure — and why does it matter for peers?

Initiation and Engagement of SUD Treatment (IET) is a HEDIS quality measure used by Oregon CCOs to track whether members with a new substance use disorder diagnosis receive timely treatment.

The measure has two components: Initiation — a treatment service within 14 days of diagnosis — and Engagement — two or more additional services within 34 days of initiation.

H0038 (peer services, per 15 min) is on the IET value set as an OHA-specific addition. Every H0038 claim a peer-led organization files directly improves their CCO's IET score — and counts toward SHIP quality incentive metrics.

What is the IET measure?
Initiation (I)First treatment service within 14 days of an index episode (new SUD diagnosis or SUD-related ED/inpatient visit).
Engagement (ET)Two or more additional treatment services within 34 days of initiation — establishing ongoing engagement.
